Illinois

Training:

Facilitated a retreat for the Illinois Sex Offender Management Board designed to assist the Board in developing a long-term strategic plan for the implementation of statewide sex offender management standards in Eagle Creek Resort, Illinois, March 2003 (25 participants).

Convened a one day meeting of representatives of the 11 jurisdictions piloting the implementation of Illinois' statewide sex offender management standards and assisting in the development of an agenda for a multi-day training for teams from each of the eleven sites, February 2003 (100 participants).

Provided a consultant to present on the history of sex offender treatment and the understanding the use of sex offender assessment tools at the request of the Illinois Association for the Treatment of Sexual Abusers and Administrative Office of Illinois Courts in Springfield, Illinois, May 2002 (110 participants).

OJP Grant Sites:

2002: The Illinois Sex Offender Management Board was established by the Illinois General Assembly in 1998, and was charged with establishing standards for the management of sex offenders statewide. After three years of study—with the assistance of an OJP sex offender management planning grant—the Board submitted their standards and guidelines to the General Assembly in December 2001. Through this grant, the Board sought to implement these standards in 10 pilot sites representing a mix of urban and rural communities. Approximately 1,700 adult and 400 juveniles were anticipated to be served through the grant.

2000: In 2000, Illinois had a population of approximately 11,931,700. There were over 3,000 sex offenders on probation and approximately 4,500 individuals serving sentences for sex offenses in Illinois State prisons. With their planning grant, the Office of the Illinois Attorney General examined sex offender management practices employed by the state and developed a comprehensive plan for a more streamlined and systematic approach. The Office of the Illinois Attorney General utilized this grant to support the efforts of the Illinois Sex Offender Management Board, which focuses on developing statewide supervision and treatment standards, and providing training on these standards for treatment providers, supervision agents, judges, and attorneys.
