Kansas

Technical Assistance:

Sedgwick County Department of Corrections (October, December 2005): Conducted two site visits to help the Department determine its technical assistance needs.

Kansas Department of Corrections (July 2001): Provided two consultants to assist the Department with an assessment of their community management of sex offenders.

Training:

Delivered a one-day presentation and factual information to the Kansas Criminal Justice Recodification, Rehabilitation, and Restoration Committee in Topeka, Kansas, May 2005 (35 participants).

Provided a one-and-a-half day training on the management of adult and juvenile sex offenders at the request of the Sedgewick County, Kansas DOC to adult and juvenile probation officers, one treatment provider, and two prosecutors in Wichita, Kansas, March 2005 (42 participants).

Provided a consultant to convene two workshops on sex offender management and treatment at the Kansas and Missouri Correctional Association's annual conference, September 2001 (80 participants).

OJP Grant Sites:

2006: In the State of Kansas there are three agencies responsible for the supervision and management of convicted adult felony sex offenders: Court Services, Community Corrections, and Parole. The Kansas Department of Corrections (KDOC) is the agency with jurisdiction over Community Corrections and Parole activities. Currently, there are 5,150 KDOC offenders on supervision, and of them, 935 (18%) are sex offenders. To manage these released offenders, KDOC staffs 19 parole offices throughout the state. KDOC also contracts with a Community Corrections office to supervise offenders in far rural areas. Prior to the development of a sex offender training curriculum for probation and parole officers, the policy team will evaluate and compare the current sex offender management policies and training curriculum for KDOC and the Community Corrections agencies through the state. With guidance from the University of Kansas, the policy team will develop and mail a survey to KDOC Parole Services and the directors of the 31 Community Corrections agencies. Use of the survey will enable the policy team to collect and examine baseline data and information relative to the supervision of sex offenders and sex offender specific training being offered to staff. The Kalamazoo County Sheriff's Department will establish a local sex offender management collaborative team and engage other relevant local stakeholders to participate in a multidisciplinary partnership for planning and implementation. The team will develop, implement, and promote the use of a comprehensive strategy for managing sex offenders using evidence-based practices for sex offender treatment, release planning, and community supervision, development, and education. Phase I of the project will involve the assessment, planning, and development of a comprehensive strategy. Phase II will focus on implementation of the strategy.

2004: The 6th Judicial District lies along the Kansas/Missouri border and encompasses Miami, Linn, and Bourbon counties. The sex offender management project will target males and females, age 15 and older, convicted of a misdemeanor or felony sex offense, residing in Miami, Linn, or Bourbon County and assigned to Sixth Judicial District Community Services for community supervision. The Sixth Judicial District will use grant funds to lay the groundwork for the development and implementation of a continuum of sex offender management strategies. This will be accomplished by strengthening the collaboration among community agencies that is necessary to effectively manage sex offenders, and by engaging in a thorough assessment of system resources and practices to identify gaps and needs. Furthermore, an implementation strategy will be established as a result of the planning and assessment phases of the project and grant funds will be used to address identified gaps and needs. In addition, the team will monitor and evaluate the effectiveness of the program components once implemented.

2002: The Kansas Department of Corrections (DOC) received a grant to improve its statewide sex offender management program. The DOC developed a policy for treatment and supervision of sex offenders in the community as well as a sex offender handbook, which describes conditions of supervision. The previous program included an 18-month institutional treatment program, specialized sex offender parole, and community-based treatment as a continuation of the institutional program (the treatment providers are the same). Grant funds were used to coordinate a statewide collaborative team, train and educate specialized staff, conduct transitional and release planning, and enhance treatment strategies.
