Maryland

Technical Assistance:

Maryland Department of Public Safety and Correctional Services (November 2005): A CSOM staff member answered questions regarding the agency's sex offender supervision standards during a subcommittee meeting in Gaithersburg, Maryland.

Montgomery County State's Attorney Office (October 2005): CSOM staff and one consultant conducted a focus group on adult sex offender management for a multi-disciplinary team.

Juvenile Sex Offender Treatment and Supervision Task Force, Montgomery County, Rockville, Maryland (January 2004 – January 2006): After an initial assessment, CSOM staff members have participated in the Task Force and its subcommittee's monthly meetings since January 2004, providing meeting facilitation and substantive assistance to the team in its efforts to strengthen the county's management of juvenile sex offenders.

Montgomery County, Maryland Pre-Release Center (October 1998): Conducted a site visit to determine training needs.

Training:

Conducted a training on the role of judges in the comprehensive approach to juvenile sex offender management at the request of the Judicial Institute of Maryland in Annapolis, Maryland, September 2005 (80 participants).

Conducted a retreat and training session with the Juvenile Sex Offender Treatment and Supervision Task Force of Montgomery County, Maryland to debrief the site's data collection processes and identify and prioritize gaps in their system of juvenile sex offender management in Rockville, Maryland, May 2005 (20 participants).

Provided a keynote speaker to address a range of juvenile sex offender management issues at the State of Maryland Judiciary-AOC/CANDO Conference to a group of juvenile judges and masters in St. Michael's, Maryland, October 2004 (70 participants).

Provided two consultants and one staff member to deliver a presentation on efficacy of sex offender treatment, victim centered approach, best practices in sex offender management, community notification, sexual assault, and community education at the request of the Maryland CASA to a group of sexual abuse victims advocates in Arnold, Maryland, June 2003 (40 participants).

Provided a consultant to conduct workshops on sex offender treatment, assessment and supervision, and recidivism at a one-day training at the request of the Judicial Institute of Maryland for a group of judges in Annapolis, Maryland, April 2003 (20 participants).

Delivered a presentation on the effective community management of sex offenders, best practices in treatment provider certification, and community notification for the Maryland Attorney General and Lieutenant Governor's Family Violence Council in Baltimore, Maryland, December 2002 (25 participants).

Provided a consultant to conduct two workshops on sex offender treatment, assessment, supervision, and recidivism at the Maryland Judicial Conference in Baltimore, Maryland, April 2002 (45 participants).

Provided a regional training on topics including sex offender supervision, treatment, assessment, collaboration, victim-centered approaches, and secondary trauma for participants from probation and parole, social services, the judiciary, victim advocacy, and treatment fields in Columbia, Maryland, January 2002 (110 participants).

Provided training on sex offender treatment, assessment, and supervision at the Montgomery County Pre-Release Center to pre-release case workers, treatment providers, and probation officers in Rockville, Maryland, April 1999 (40 participants).

Resource Site:

Johns Hopkins/National Institute for the Study, Prevention, and Treatment of Sexual Trauma in Baltimore, represents the medical approach to the treatment of sex offenders. The Institute works closely with members of the defense bar representing offenders voluntarily seeking treatment prior to arrest or conviction, as well as with Federal probation providing treatment to their probationers.

OJP Grant Sites:

2001: The State of Maryland was awarded an implementation/enhancement grant to further its sex offender management initiative in Baltimore, Maryland. The Baltimore metropolitan area is a mixed urban/suburban area with an estimated population of 2.4 million in 2001. Building upon their earlier work in an Office of Justice Programs sponsored planning grant, the state sought to implement a comprehensive approach to the management of sex offenders in the community. This approach included establishing a continuum of specialized services that enhance sex offender supervision, provide sex offender specific evaluation, increase appropriate and mandatory treatment, and increase the level of collaboration between agencies working to manage sex offenders. Grant funds were also used to provide specialized sex offender training to criminal justice system practitioners, sex offender treatment providers, and victim advocates.

1999: The Maryland Division of Parole and Probation utilized a planning grant to develop a more effective management and supervision system for adult sex offenders in the community. As of April 1999, 1,898 sex offenders were incarcerated in Maryland prisons. Approximately 600 sex offenders were under the supervision of the Division of Parole and Probation, with 358 being supervised by the division's Special Offenders Unit. The efforts of the grantee team focused on the city of Baltimore, where the majority of sex offenders in the state are supervised. Baltimore's population in 1998 was 736,014; approximately 60 percent were African Americans. The division intended to replicate the planning process used in Baltimore to improve the supervision of sex offenders in other parole and probation regions in the state.
