Pennsylvania

Technical Assistance:

Allegheny County, Pennsylvania Sex Offender Management and Containment Task Force, Pittsburgh, Pennsylvania (August 2007): CSOM facilitated a one and a half day Task Force meeting to review accomplishments to date, learn about best practices in sex offender management, and develop a plan of action for the coming year.

Montgomery County, Pennsylvania (August 2003): CSOM provided support to enable a four-person team (one treatment person and three probation/parole officers) to attend the CSOM training at the 2003 Summer APPA Training Institute.

Montgomery County, Pennsylvania Sexual Assault Task Force (March 2003–October 2005): A CSOM staff member provided assistance through ongoing telephone and on-site meeting support and strategic planning to the Task Force.

Delaware County, Pennsylvania (January 2003): CSOM provided support to enable a four-person team (one supervisor and three specialized officers) to attend the CSOM training at the 2003 Winter APPA Training Institute.

Montgomery County, Pennsylvania Department of Probation (May 2001): Provided a CSOM staff member to facilitate a panel on sexual assault at a session attended by victim advocates as well as representatives from the probation department.

Community Corrections Association, State College, Pennsylvania (May 2001): Provided a CSOM staff member to facilitate a roundtable on sex offender supervision.

Bucks County, Pennsylvania (January 2001): CSOM provided support to enable five probation and parole staff to attend the CSOM training at the 2001 Winter APPA Training Institute.

Montgomery County, Pennsylvania Adult Probation Department (July 2000): CSOM provided support to enable four adult probation officers to attend the CSOM training at the 2000 Summer APPA Training Institute.

Training:

Conducted a two-day training on sex offender management and reentry in Wilkes-Barre, Pennsylvania, December 2005 (56 participants).

Provided training that specifically targeted juvenile sex offenders and specialized offender management strategies at the request of the Center for Juvenile Justice Training and Research to juvenile probation officers from throughout the state of Pennsylvania, as well as some community-based treatment providers, residential treatment providers, and victim services representatives in State College, Pennsylvania, May 2004 (120 participants).

Conducted a two-hour presentation at the request of the Pittsburgh Action Against Rape (PAAR) on the collaborative work of the Montgomery County, PA sex offender team in Pittsburgh, Pennsylvania, March 2004 (30 participants).

Conducted a one-day training on the use of the Juvenile Sex Offender Protocol II (J-SOAP-II) at the request of the Montgomery County, Pennsylvania, Juvenile Probation Department in Norristown, Pennsylvania, March 2004 (30 participants).

Provided a consultant to conduct a training on the effective management of sex offenders in the community at the request of the Pennsylvania Department of Corrections, Bureau of Community Corrections to community corrections agents and staff, October 2001 (100 participants).

Delivered a training session, "The Role of The Victim Advocate and Other Victim Service Providers in the Management of Sex Offenders Under Community Supervision" at the PCAR Mid-Atlantic Sexual Assault Conference to victim advocates and victim service providers in Valley Forge, Pennsylvania, September 2003 (15 participants).

Convened a training on sex offender management for probation and parole representatives for the Pennsylvania Association on Probation, Parole, and Corrections in Pittsburgh, Pennsylvania, May 2001 (50 participants).

Provided a statewide training at the Pennsylvania Association of Probation, Parole, and Corrections (PAPPC)’s Annual Training Institute for probation, parole, and other corrections representatives in Philadelphia, Pennsylvania, May 2000 (80 participants).

Provided a local training for probation and parole representatives, treatment providers, victim advocates, and prosecutors in Philadelphia, Pennsylvania, October 1999 (50 participants).

OJP Grant Sites:

2004: Currently, 3,806 sex offenders are incarcerated within the Pennsylvania Department of Corrections. The Pennsylvania Board of Probation and Parole has approximately 1,600 offenders on parole for a sexual offense. The Pennsylvania Sex Offenders Assessment Board (SOAB) has assessed 2,749 sex offenders from 67 counties since July 2000. The SOAB expects to assess approximately 13,200 sex offenders during the next year. For this grant project, the Pennsylvania SOAB will lead a multidisciplinary collaborative team through an examination of current practices, an assessment of strengths and needs, and the development of an effective plan for future services to fill those needs. The team will design a data collection and analysis plan that will gather information about the offender population, information about sex offender management policies, information about system resources, and information about sex offender management practices. Additionally, the team will develop and implement a strategy, which will include the development of a sex offender specific training seminar for Pennsylvania, communicating regularly with the Bureau of Justice Assistance (BJA), participating in and receiving technical assistance, designing and implementing a monitoring and evaluation plan, and supporting BJA's efforts to refine tools and other resource materials for other jurisdictions that may engage in a similar process.
