OJP Grant Sites
The Comprehensive Approaches to Sex Offender Management (CASOM)
Discretionary Grant Program provides funding to help jurisdictions
implement comprehensive approaches to the effective management of
sex offenders in the community or to enhance existing programs.
Program funds are intended to increase public safety and reduce
victimization. Although this grant program focuses on the continuum
of activities and services for sex offenders, grant funds must be
targeted for the community reintegration and community management
of these offenders and not to institutional services. The CASOM
Program was established by the Violent Crime Control and Law Enforcement
Act of 1994 (Public Law 103-322).
Under the CASOM Program, the Center for Sex Offender Management (CSOM) supports CASOM grantees by helping them develop sound sex offender management strategies. In FY07, BJA announced that 24 states received a total of approximately $3.4 million under the FY 2007 Comprehensive Approaches to Sex Offender Management Grant program, marking the ninth year that the U.S. Department of Justice has awarded grants to improve sex offender management services.
In FY06, BJA announced that fourteen states received a total of approximately $2.7 million under the FY 2006 Comprehensive Approaches to Sex Offender Management Grant program, marking the eighth year that the U.S. Department of Justice has awarded grants to improve sex offender management services.
In FY05, BJA announced that nine states received a total of approximately $2.25 million under the FY 2005 Comprehensive Approaches to Sex Offender Management Grant program, marking the seventh year that the U.S. Justice Department has awarded grants to improve sex offender management services.
In October 2004, BJA announced that twelve states received a total of approximately $2.8 million to implement comprehensive strategies to manage sex offenders under community supervision. These awards, made under the FY 2004 Comprehensive Approaches to Sex Offender Management Grant program, mark the sixth year that the U.S. Justice Department has awarded grants to improve sex offender management services.
In October 2003, BJA announced that eleven communities in eight states received a total of approximately $2.4 million to implement comprehensive strategies to manage sex offenders under community supervision.
These awards, made under the FY 2003 Comprehensive
Approaches to Sex Offender Management Grant program, mark the fifth
year that the U.S. Justice Department has awarded grants to improve
sex offender management services.
In October 2002, eleven states received a total of approximately $2.75 million to implement comprehensive strategies to manage sex offenders under community supervision.
In fiscal year 2001, 21 communities in seventeen states received a total of $2.8 million from OJP to develop, implement or expand comprehensive strategies to manage sex offenders under community supervision.
In fiscal year 2000, the Office of Justice Programs, U.S. Department of
Justice, announced the award of an additional $1.3 million to 12 sites,
four implementation/enhancement sites and eight planning sites. Please

In 1999, the Grant Program's first fiscal year, a total of $3.2 million
was awarded to 28 sites, 13 implementation/enhancement sites and 15
planning sites. The Center for Sex Offender Management was asked to
serve as the technical assistance provider for awardees. Please click

CSOM has developed a handbook to assist policymakers and practitioners
in the process of assessing, and strengthening, their adult and juvenile
sex offender management approaches. Originally developed for
jurisdictions awarded grants through the Office of Justice Programs,
U.S. Department of Justice, this handbook has been adapted to describe a
planning and implementation process that is applicable to all
jurisdictions, regardless of size, available resources, or expertise
level of those involved in the process.
